Place the rice, water, minced garlic, 1 teaspoon olive oil and salt in a small saucepan.
Bring to a boil, then cover with a lid. Lower the heat and simmer for 15 minutes, or until the water is completely absorbed. Turn the heat off and let it stand for 5 minutes.
Add the cilantro, scallion, remaining olive oil, and lime juice. Stir gently. Season with more salt if desired.
